### Summary
The Civilian Pay Technician reviews personnel documents for the proper application of the pay regulations and consistency of the input in the actions of appointments, promotions, pay adjustments, reassignments, awards, and separations for employees at the Medical Center, including the Canteen, VISN 8, Fee employees, Lee County Healthcare Clinic, and several Community Based Outpatient Clinics (CBOCs).

### Responsibilities
Duties include, but are not limited to:
The incumbent reviews authorization documents and codes the appropriate data for input into an Integrated Personnel and Fiscal automated system to properly update employees' master records; adjusts leave balances due to incorrect coding of time and attendance data, processes tax levies and collections of other debts due the U.S. Government; with proper authorization withholds required amounts from salaries for alimony/child support/bankruptcy and commercial garnishments, education/home loan defaults etc. The incumbent performs work in direct support of an administrative area such as human resources, budget, procurement, purchasing, management analysis, or operating program analysis; performs work related to determining pay, maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government; operates under an automated payroll system in which data is coded and verified by the incumbent and submitted to the agency payroll processing center. The incumbent reviews personnel documents relating to proposed personnel appointment, change, or separation actions which affect the pay of employees; applies pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, allowances, etc., which at times involve conflicting requirements; makes complex pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and which may be retroactive over an extended period of time; maintains payroll records on all employees; may be responsible for the training of unit timekeepers and conducts periodic audits to assure conformity to regulations
**Promotion Potential:** The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
* **Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of VA payroll systems such as ETA, VISTA, DCPS, and VATAS and experience with VA timekeeping.
You will be rated on the following Competencies for this position:
* Ability to work independently, utilizing a variety of computer systems to accomplish payroll actions, and solve problems.
* Ability to use judgment in selecting from available guidelines; and has the ability to perform work with a varied group of employee data.
* Ability to organize and time to prioritize daily workload assignments.
* Ability to learn new procedures and technology and look for better alternatives to "the way we have always done it."
* Knowledge of DCPS, OPM regulations, CFR and VA regulations, policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**The work may require some physical effort such as standing, walking, bending or sitting. There are no special physical demands. The employee works in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
